Amaç, Değerler ve Faaliyet Alanları
Derneğimizin kurucu tüzüğünün tam metni; amacımızı, ilkelerimizi ve faaliyet alanlarımızı bağlayıcı biçimde tanımlar. Aşağıda tüzüğün orijinal metni yer almaktadır.
BÖLÜM 1: DERNEĞİN ADI, MERKEZİ VE AMACI
Madde 1 — Derneğin Amacı
Derneğin temel amacı; yapay zeka teknolojilerinin ve robotik, transhümanizm gibi ilişkili ve yakınsak disiplinlerin gelişiminin, Türkiye ve dünya özelinde mevcut toplumsal yapılar, normlar ve bireysel davranışlar üzerindeki çok boyutlu etkilerini analiz etmektir. Yeni teknolojilerin tüm sosyo-teknik analiz ve stratejileri bu kapsamdadır. Bu çerçevede dernek;
a) Bu teknolojik dönüşümün tetiklediği sosyolojik değişimleri, kültürel evrimi ve adaptasyon süreçlerini disiplinler arası bir yaklaşımla incelemeyi ve bu konularda objektif veri temelli bir anlayış geliştirmeyi,
b) Yapay zeka ekseninde oluşan yeni kültürel ve ticari ekosistemin etik, sürdürülebilir ve hukuka uygun bir çerçevede faaliyet göstermesi için standartlar belirlemeyi, bu standartlara uygunluğu denetlemeyi ve paydaşları (araştırmacılar, geliştiriciler, girişimciler, kullanıcılar) bu yönde teşvik etmeyi,
c) Belirlenen etik standartlar çerçevesinde, paydaşların ulusal ve uluslararası düzeyde işbirliğini, bilgi alışverişini ve kapasite gelişimini teşvik etmeyi amaçlar.
BÖLÜM 2: DERNEĞİN TEMEL DEĞERLERİ VE ÇALIŞMA İLKELERİ
Madde 2 — Yol Gösterici İlkeler ve Felsefi Duruş
Dernek, tüzükte belirtilen amaçlara ulaşmak ve tüm faaliyet alanlarında yürüteceği çalışmaları (araştırma, standart belirleme, akreditasyon, politika geliştirme ve kurumsal işleyiş dahil) aşağıda belirtilen temel değerler üzerine inşa etmeyi taahhüt eder. Bu ilkeler, derneğin tüm organları, üyeleri ve çalışanları için bağlayıcı ve yol gösterici bir pusula niteliğindedir:
Doğruluk ve Şeffaflık: Dernek, tüm eylem ve söylemlerinde dürüstlüğü, hesap verebilirliği ve açıklığı esas alır. Faaliyetlerini, kararlarını ve ilişkilerini (özellikle "İlişkili Taraf İşlemleri"nde) şeffaf bir şekilde yürütür; paydaşlarına ve kamuoyuna doğru, teyit edilmiş ve yanıltıcı olmayan bilgiler sunar.
Adalet, Hakkaniyet ve Eşitlik: Dernek, yapay zeka teknolojilerinin ve ilgili disiplinlerin toplumsal etkilerini "adalet" merceğinden inceler. Faaliyetlerinin hiçbir aşamasında cinsiyet, ırk, etnik köken, din, dil, cinsel yönelim, engellilik durumu veya sosyo-ekonomik statü temelli ayrımcılığa izin vermez. Teknolojinin getirdiği fırsatların adil dağılımını, risklerin orantılı yönetimini ve dezavantajlı grupların korunarak güçlendirilmesini savunur.
Etik Sorumluluk: Dernek, yalnızca yapay zeka ekosistemi için etik standartlar belirlemekle kalmaz, aynı zamanda kendi varlığını ve tüm operasyonlarını en yüksek etik standartlara dayandırır. Karar alma süreçlerinde, toplumsal faydayı her türlü ticari veya bireysel menfaatin üzerinde tutar.
Bilimsellik ve Güncel Bilgi (İlim): Dernek, standart belirleme, politika önerileri ve araştırma faaliyetlerini; spekülatif, temelsiz veya kişisel kanılara değil, ilgili alanlardaki en güncel, doğrulanmış bilimsel verilere ve objektif kanıtlara dayandırır.
Bu dört temel değerin ışığında Dernek, yapay zekayı, gelişimini ve sonuçlarını, belirli bir zümrenin veya grubun mülkiyetinde değil, "ortak insanlık mirasının" devredilemez bir parçası olarak kabul eder. Dernek, tüm teknolojik gelişimin nihai hedefinin insan onuru, refahı, özerkliği ve insanlığın her alanda özgürleşmesi olduğunu savunan "insan odaklı" bir bakış açısını tüm faaliyetlerinin merkezine koyar.
BÖLÜM 3: DERNEĞİN FAALİYET ALANLARI VE ÇALIŞMA KONULARI
3.1 — Araştırma, Analiz ve Yayın Faaliyetleri
a) Yapay zeka, robotik ve transhümanizm alanlarındaki etik, sosyolojik ve kültürel etkiler üzerine disiplinler arası akademik araştırmalar, saha çalışmaları, anketler ve vaka incelemeleri yapmak veya yaptırmak.
b) Bu araştırmaların sonuçlarını baz alarak periyodik raporlar, analizler, bilimsel ve popüler yayınlar hazırlamak ve kamuoyuyla paylaşmak.
c) Oluşan "yapay zeka kültürü" üzerine tartışmaları teşvik etmek amacıyla dijital platformlar ve yeni medya kanalları oluşturmak ve yönetmek.
d) Derneğin tanıtım ihtiyaçları doğrultusunda, misyonuyla uyumlu yayın organlarından reklam, tanıtım veya medya görünürlüğü hizmetleri satın almak; bu yayınlara kurumsal abonelikler gerçekleştirmek veya "medya ortağı" olarak ortak projelere mali katkı sağlamak.
3.2 — Eğitim, Bilgilendirme ve Farkındalık Faaliyetleri
a) "Yapay Zeka Kültürü" ve "Yapay Zeka Etiği" gibi konularda, kâr amacı gütmeksizin toplumsal farkındalığı artırmaya yönelik ücretsiz seminerler, paneller, çalıştaylar ve konferanslar düzenlemek.
b) Gelişen bu teknolojilerin demokratik haklara ve evrensel insani değerlere zarar vermesini önlemeye yönelik proaktif bilgilendirme kampanyaları yürütmek.
c) İlgili sivil toplum kuruluşları ve kültür dernekleriyle işbirliği içinde ulusal ve uluslararası festivaller, sanat etkinlikleri ve sosyal organizasyonlar gerçekleştirmek.
d) Dezavantajlı Gruplara Yönelik Teknoloji Okuryazarlığı: Dernek, başta çocuklar, gençler, yaşlılar, mülteciler, engelli bireyler ve sosyo-ekonomik olarak geri kalmış topluluklar olmak üzere, dijital dönüşüm sürecinde dışlanma riski taşıyan dezavantajlı gruplara öncelik verir.
e) Kapsayıcı Eğitim Programları: Bu gruplara yönelik olarak yapay zeka, robotik ve transhümanizm konularında temel düzeyde teknoloji okuryazarlığı eğitimleri, atölye çalışmaları ve bilgilendirme seminerleri düzenler; bu faaliyetlerin erişilebilir, anlaşılır ve ücretsiz veya minimum maliyetli olmasını sağlar.
f) Sosyal Sorumluluk Projeleri: Teknolojinin toplumsal fayda amacıyla kullanılması (AI for Good) için sosyal sorumluluk projeleri geliştirir, yürütür veya bu tür projelere paydaş olarak katılır.
3.3 — Politika Geliştirme, Rehberlik ve Siber Güvenlik
a) Kamu kurumlarına ve özel sektör temsilcilerine, kâr amacı gütmeksizin, etik standartların uygulanması ve teknoloji adaptasyonu konularında politika düzeyinde rehberlik sağlamak ve görüş bildirmek.
b) Dernek üyelerine ve paydaşlara, faaliyet alanlarıyla ilgili genel hukuki gelişmeler hakkında bilgilendirmeler yapmak.
c) Yapay zekanın sosyolojik etkilerinin yönetilmesine dair kamu politikası önerileri geliştirmek ve bu önerileri karar alıcı mercilerle paylaşmak.
d) Siber Güvenlik ve Veri Mahremiyeti Standartları: Yapay zeka sistemlerinin yol açabileceği siber güvenlik risklerini ve bireysel veri mahremiyeti ihlallerini araştırır.
e) Rehberlik ve Savunuculuk: Kamuoyuna yönelik bilgilendirici rehberler ve uyarılar yayınlar; akredite kurumlara ve üyelere yönelik asgari siber güvenlik ve veri koruma standartları geliştirir; ilgili kamu otoriteleri (KVKK, BTK vb.) ile işbirliği yaparak yapay zeka kaynaklı yeni güvenlik tehditlerine karşı politika ve mevzuat geliştirilmesine katkı sağlar.
3.4 — Ekosistem ve Uluslararası Faaliyetler
a) Yapay zeka ve etik standartlar konusunda ulusal ve uluslararası fuarlara, zirvelere katılım sağlamak veya bu tür etkinliklere gözlemci göndermek.
b) Türkiye'deki etik yapay zeka ekosisteminin uluslararası alanda tanınması için yurt dışında temsilcilikler veya tanıtım ofisleri açmak.
c) Dernek üyelerinin geliştirdiği güvenilir yapay zeka araçlarının ve etik standartlara uygun ticari organizasyonların görünürlüğünü artırmak için iletişim stratejileri kurgulamak.
3.5 — Kaynak Geliştirme ve İktisadi Faaliyetler
a) Derneğin belirlediği mesleki standartların (Etik Coder, Etik Designer vb.) kullanımı, eğitimi ve uygulanması için üçüncü taraf kurumlara yönelik akreditasyon, lisanslama ve yetkilendirme faaliyetleri yürütmek ve bu hizmetler karşılığında ücret almak.
b) Bu akreditasyon, lisanslama ve yayıncılık/reklam hizmetlerini ticari bir faaliyet olarak yürütebilmek ve derneğe gelir sağlamak amacıyla, ilgili yasal mevzuat çerçevesinde, derneğe bağlı iktisadi işletme(ler) kurmak, işletmek veya ortak olmak.
c) Derneğin misyonuyla doğrudan ilişkili bulunan kâr amacı gütmeyen projelere, araştırmalara veya girişimlere, Yönetim Kurulu kararıyla ve belirlenecek objektif kriterler çerçevesinde, maddi destek sağlamak.
BÖLÜM 4: ÜYELİK, ETİK EKOSİSTEM VE AKREDİTASYON
Madde 4.1 — Üyelik Başvuru Koşulları
Derneğe asil üye olmak için ilgili yasal zorunlulukları taşımanın yanı sıra: derneğin misyonunu, vizyonunu ve tüzükte belirtilen etik ilkeleri yazılı olarak kabul etmek; "Yapay Zeka Etiği ve Mesleki Uygulama Standartları Yönergesi"ne (Etik Kod) uymayı taahhüt etmek; yapay zeka ve etik alanında derneğin amaçlarına katkı sağlayacak nitelikte mesleki, akademik veya kurumsal birikime sahip olmak gerekir.
Madde 4.3 — Etik Ekosistemin Geliştirilmesi ve Korunması
Dernek, yapay zeka ve etik alanında oluşan ekonomik pazarın haksız rekabetten, etik dışı uygulamalardan ve düşük kaliteli hizmet üretiminden korunmasını, böylece toplumsal güvenin sağlanmasını temel amaçlarından biri olarak kabul eder.
Madde 4.4 — Üyelere Yönelik Destek Faaliyetleri
Dernek, belirlenen mesleki yeterlilik ve etik standartlara uyan üye kişi ve kurumlara yönelik "Etik Uygunluk Sertifikası" veya "Akreditasyon Belgesi" mekanizmalarını yönetir ve bu akreditasyona sahip "güvenilir paydaş" sicilini kamuoyuyla paylaşır.
Madde 4.5 — Haksız Rekabetin ve Tekelleşmenin Önlenmesi
Dernek, akreditasyon standartlarının sektördeki yenilikçi ve etik girişimcileri dışlayıcı nitelikte olmamasını; objektif liyakat ve etik uygunluk kriterlerine dayanmasını sağlar.
Madde 4.6 — Standart Belirleme Yetkisi
Dernek, "Etik Coder", "Etik Designer" gibi mesleki yeterlilik standartlarını, müfredatını ve ölçme-değerlendirme kriterlerini (tercihen bağımsız Etik Kurul aracılığıyla) oluşturur ve kamuoyuna açıklar.
Madde 4.7 — Üçüncü Taraf Yetkilendirmesi
Dernek, belirlenen kriterleri karşılayan üçüncü taraf kuruluşlara "Yetkilendirilmiş Eğitim Merkezi" veya "Akredite Kurum" statüsü verir; piyasada tek bir kurumun hakimiyet kurmasını önlemek için birden fazla kurumu akredite etmeyi hedefler ve akredite ettiği tüm kurumların listesini şeffaf biçimde yayınlar.
BÖLÜM 5: ETİK KURUL VE DİSİPLİN YÖNETMELİĞİ
Madde 5.1 — Etik Kurulun Oluşumu ve Görevleri
Genel Kurul tarafından, dernek asil üyeleri arasından veya alanında yetkinliği kabul görmüş dernek dışı bağımsız uzmanlar arasından seçilen bir Etik Kurul; derneğin Etik Kodu'nu hazırlar, akreditasyon başvurularını objektif kriterlere dayalı bir denetim süreciyle değerlendirir ve üyeler veya akredite kurumlar hakkındaki etik ihlal iddialarını inceler.
Madde 5.2 — Disiplin Yaptırımları
Etik ihlali tespit edilen üye veya kurumlara, fiilin ağırlığına göre: yazılı uyarı veya kınama; akreditasyon/sertifikanın geçici askıya alınması veya iptali; dernekten geçici veya süresiz ihraç yaptırımları uygulanabilir.
BÖLÜM 6: YÖNETİM İLKELERİ, ÇIKAR ÇATIŞMASI VE İLİŞKİLİ TARAF İŞLEMLERİ
Madde 6.1 — İlişkili Taraf Tanımı
"İlişkili Taraf"; dernek yönetim, denetim ve etik kurulu üyelerinin kendilerini, eşlerini, birinci ve ikinci derece kan ve sıhri hısımlarını; ayrıca bu kişilerin ortağı, yöneticisi veya %10'dan fazla hissesine sahip olduğu ticari işletmeleri ifade eder.
Madde 6.2 — Çıkar Çatışmasının Beyanı ve Çekinme Yükümlülüğü
Yönetim Kurulu üyesi, kendisinin veya bir İlişkili Taraf'ın fayda sağlayacağı bir konu gündeme geldiğinde durumu derhal yazılı olarak beyan etmek ve ilgili gündem maddesinin müzakeresine ve oylamasına katılmamakla yükümlüdür.
Madde 6.3 — İlişkili Taraf İşlemlerinde Piyasa Koşullarına Uygunluk
Derneğin, Dernek Başkanı'nın şirketi de dahil olmak üzere herhangi bir İlişkili Taraf'tan mal veya hizmet satın alması yasak değildir; ancak bu işlemlerin piyasa koşullarına (emsal bedel) uygun olması zorunludur. Belirlenen üst limiti aşan işlemlerde en az iki bağımsız teklif alınması veya bağımsız uzman raporu alınması gerekir.
Madde 6.4 — Denetim ve Genel Kurul'a Raporlama
Dernek Denetim Kurulu, İlişkili Taraflar ile yapılan tüm işlemleri öncelikli olarak denetler ve bulgularını yıllık faaliyet raporundan ayrı, net bir başlık altında Genel Kurul'un bilgisine sunar.
CHAPTER 1: NAME, HEADQUARTERS AND PURPOSE OF THE ASSOCIATION
Article 1 — Purpose of the Association
The core purpose of the Association is to analyse the multi-dimensional effects that the development of artificial intelligence technologies, and of related and convergent disciplines such as robotics and transhumanism, has on existing social structures, norms and individual behaviour, in Türkiye and worldwide. All socio-technical analyses and strategies concerning new technologies fall within this scope. Within this framework, the Association aims:
a) To examine, through an interdisciplinary approach, the sociological changes, cultural evolution and adaptation processes triggered by this technological transformation, and to develop an objective, data-grounded understanding of these matters;
b) To set standards so that the new cultural and commercial ecosystem forming around artificial intelligence operates within an ethical, sustainable and lawful framework, to audit compliance with those standards, and to encourage stakeholders — researchers, developers, entrepreneurs, users — accordingly;
c) To encourage cooperation, exchange of knowledge and capacity development among stakeholders at national and international level, within the framework of the established ethical standards.
CHAPTER 2: CORE VALUES AND WORKING PRINCIPLES
Article 2 — Guiding Principles and Philosophical Stance
The Association undertakes to build all of its work — research, standard-setting, accreditation, policy development and institutional operation included — upon the core values set out below. These principles serve as a binding and guiding compass for all organs, members and staff of the Association:
Truthfulness and Transparency: The Association takes honesty, accountability and openness as fundamental in all its actions and statements. It conducts its activities, decisions and relationships — particularly in Related Party Transactions — transparently, and provides its stakeholders and the public with accurate, verified and non-misleading information.
Justice, Equity and Equality: The Association examines the societal effects of artificial intelligence technologies and related disciplines through the lens of justice. At no stage of its activities does it permit discrimination on the basis of gender, race, ethnic origin, religion, language, sexual orientation, disability or socio-economic status. It defends the fair distribution of the opportunities technology brings, the proportionate management of risks, and the protection and empowerment of disadvantaged groups.
Ethical Responsibility: The Association does not merely set ethical standards for the AI ecosystem; it also grounds its own existence and all of its operations in the highest ethical standards. In its decision-making, it places societal benefit above any commercial or individual interest.
Scientific Rigour and Current Knowledge: The Association bases its standard-setting, policy recommendations and research activities not on speculative, unfounded or personal opinion, but on the most current, verified scientific data and objective evidence in the relevant fields.
In the light of these four core values, the Association regards artificial intelligence, its development and its consequences not as the property of any particular group, but as an inalienable part of the common heritage of humanity. It places at the centre of all its activities a human-centric outlook, holding that the ultimate aim of all technological development is human dignity, well-being, autonomy and the emancipation of humanity in every domain.
CHAPTER 3: AREAS OF ACTIVITY AND FIELDS OF WORK
3.1 — Research, Analysis and Publication
a) To conduct, or commission, interdisciplinary academic research, fieldwork, surveys and case studies on the ethical, sociological and cultural effects of artificial intelligence, robotics and transhumanism.
b) To prepare and share with the public periodic reports, analyses and scientific and popular publications based on the results of that research.
c) To create and manage digital platforms and new media channels in order to encourage debate on the emerging "artificial intelligence culture".
d) In line with the Association's promotional needs, to purchase advertising, promotional or media-visibility services from publications aligned with its mission; to take out institutional subscriptions to such publications, or to contribute financially to joint projects as a media partner.
3.2 — Education, Information and Awareness
a) To organise, on a non-profit basis, free seminars, panels, workshops and conferences aimed at raising public awareness on topics such as "artificial intelligence culture" and "artificial intelligence ethics".
b) To conduct proactive information campaigns to prevent these developing technologies from harming democratic rights and universal human values.
c) To hold national and international festivals, art events and social gatherings in cooperation with relevant civil society organisations and cultural associations.
d) Technology Literacy for Disadvantaged Groups: The Association gives priority to disadvantaged groups at risk of exclusion in the digital transformation — particularly children, young people, the elderly, refugees, people with disabilities, and socio-economically marginalised communities.
e) Inclusive Education Programmes: For these groups, it organises introductory technology-literacy training, workshops and information seminars on artificial intelligence, robotics and transhumanism, ensuring that such activities are accessible, comprehensible, and free or of minimal cost.
f) Social Responsibility Projects: It develops and runs social responsibility projects for the use of technology for societal benefit (AI for Good), or participates in such projects as a stakeholder.
3.3 — Policy Development, Guidance and Cybersecurity
a) To provide policy-level guidance and opinion, on a non-profit basis, to public institutions and private-sector representatives on the implementation of ethical standards and on technology adaptation.
b) To inform members and stakeholders about general legal developments relevant to its fields of activity.
c) To develop public policy recommendations on managing the sociological effects of artificial intelligence, and to share these with decision-makers.
d) Cybersecurity and Data Privacy Standards: It researches the cybersecurity risks and individual data-privacy violations that artificial intelligence systems may give rise to.
e) Guidance and Advocacy: It publishes informative guides and warnings for the public; develops minimum cybersecurity and data-protection standards for accredited institutions and members; and cooperates with the relevant public authorities to contribute to the development of policy and legislation against new AI-driven security threats.
3.4 — Ecosystem and International Activities
a) To take part in, or send observers to, national and international fairs and summits on artificial intelligence and ethical standards.
b) To open representative or promotional offices abroad so that Türkiye's ethical AI ecosystem gains international recognition.
c) To devise communication strategies that increase the visibility of trustworthy AI tools developed by members and of commercial organisations meeting ethical standards.
3.5 — Resource Development and Economic Activities
a) To carry out accreditation, licensing and authorisation activities for third-party institutions concerning the use, teaching and application of the professional standards set by the Association (Ethical Coder, Ethical Designer, etc.), and to charge fees for these services.
b) To establish, operate or hold shares in economic enterprises affiliated with the Association, within the relevant legal framework, in order to conduct these accreditation, licensing and publishing/advertising services as commercial activity and generate income for the Association.
c) To provide material support, by decision of the Board of Directors and within objective criteria to be determined, to non-profit projects, research or initiatives directly related to the Association's mission.
CHAPTER 4: MEMBERSHIP, ETHICAL ECOSYSTEM AND ACCREDITATION
Article 4.1 — Membership Requirements
In addition to meeting the relevant legal requirements, a full member must: accept in writing the Association's mission, vision and the ethical principles set out in these statutes; undertake to comply with the "Directive on Artificial Intelligence Ethics and Professional Practice Standards" (Code of Ethics); and possess professional, academic or institutional experience capable of contributing to the Association's aims in the field of artificial intelligence and ethics.
Article 4.3 — Developing and Protecting the Ethical Ecosystem
The Association regards it as one of its core aims to protect the emerging economic market in artificial intelligence and ethics from unfair competition, unethical practices and low-quality service provision, thereby securing public trust.
Article 4.4 — Support Activities for Members
The Association manages "Certificate of Ethical Compliance" and "Accreditation Certificate" mechanisms for member individuals and institutions meeting the established professional competency and ethical standards, and publishes the register of accredited "trusted stakeholders".
Article 4.5 — Preventing Unfair Competition and Monopolisation
The Association ensures that accreditation standards are not exclusionary towards innovative and ethical entrepreneurs in the sector, and that they rest on objective merit and ethical-compliance criteria.
Article 4.6 — Authority to Set Standards
The Association establishes and publishes professional competency standards such as "Ethical Coder" and "Ethical Designer", together with their curricula and assessment criteria, preferably through an independent Ethics Board.
Article 4.7 — Third-Party Authorisation
The Association grants "Authorised Training Centre" or "Accredited Institution" status to third-party organisations meeting the established criteria; it aims to accredit more than one institution in order to prevent any single body from dominating the market, and publishes the full list of accredited institutions transparently.
CHAPTER 5: ETHICS BOARD AND DISCIPLINARY REGULATION
Article 5.1 — Composition and Duties of the Ethics Board
An Ethics Board, elected by the General Assembly from among full members of the Association or from independent experts of recognised competence outside it, prepares the Association's Code of Ethics, evaluates accreditation applications through an audit process based on objective criteria, and examines allegations of ethical violation concerning members or accredited institutions.
Article 5.2 — Disciplinary Sanctions
Members or institutions found to have committed an ethical violation may, depending on the gravity of the act, be subject to: written warning or censure; temporary suspension or cancellation of accreditation or certification; or temporary or indefinite expulsion from the Association.
CHAPTER 6: GOVERNANCE PRINCIPLES, CONFLICT OF INTEREST AND RELATED PARTY TRANSACTIONS
Article 6.1 — Definition of Related Party
"Related Party" means the members of the Association's board of directors, audit board and ethics board themselves, their spouses, and their relatives by blood or marriage to the first and second degree; and also the commercial enterprises in which such persons are partners or managers, or in which they hold more than 10% of the shares.
Article 6.2 — Declaration of Conflict of Interest and Duty to Abstain
A member of the Board of Directors is obliged to declare the matter immediately and in writing when an item arises from which they or a Related Party would benefit, and to take no part in the deliberation or voting on that agenda item.
Article 6.3 — Conformity with Market Conditions in Related Party Transactions
It is not prohibited for the Association to purchase goods or services from any Related Party, including a company belonging to the President of the Association; however, such transactions must conform to market conditions (arm's-length value). For transactions exceeding the established upper limit, at least two independent quotations or an independent expert report must be obtained.
Article 6.4 — Audit and Reporting to the General Assembly
The Association's Audit Board audits all transactions with Related Parties as a priority, and submits its findings to the General Assembly under a separate, clearly identified heading distinct from the annual activity report.
